names and addresses of the individual health care providers.
Through this system, the nature and scope of services rendered
to migrant farm workers and their dependents can be identified.

This data set contains
information on all NC patients diagnosed as having cancer. Data

The federal Bureau of the Census makes this data available on
the web on American FactFinder at http://factfinder.census.gov.

and housing data from the American Community Survey, (being phased
in through 2010), Population Estimates, Economic Census, and
other Census programs. The Information Services branch of the
State Library of North Carolina can provide expert assistance

STATISTICS
North Carolina deaths
that are unattended, suspicious or the result of violence (homicide,
suicide, or accident) are investigated by the State Medical Examiner
System and are included in the Medical Examiner Information System.
Medical examiners and pathologists operating at the county level
submit reports of investigation, autopsy, and death certificates
to the central office in Chapel Hill where data are collected and entered into the
database. The collection of data has been continuous from 1973
for approximately 9,000 cases per year. In addition to demographic
information about the decedent, the database included the manner,
means and causes of death, forensic toxicology test results,
motor vehicle accident information and other data that describe
the incident. The database is searchable and output can be provided
in a variety of formats.

INFORMATION SYSTEM FOR SOCIAL SERVICES PROGRAM
Each record in the
file pertains to a case. There are eight types of case programs
in the file, Work First, Medicaid, Special Assistance, State
Foster Home, Title IV-E, State Adoption, Refugee and Adoptive
Placement. Each case record has information on the household
as well as information on each recipient. Household items include
case identifiers, case head name and address, active or terminated
case, aid program category, payment data, earned and unearned
income, and number of recipients. Case recipient items include
name, SSN, date of birth, race, sex, family status, living arrangements,
employment program, date of death, child care and work expenses,
and earned income. The case head may or may not be a recipient.

PIEDMONT
HEALTH SURVEY OF THE ELDERLY
This is based on a
longitudinal study of a random, stratified, household sample
of 4,162 persons aged 65 and older in five north central counties
in North Carolina. Seven yearly waves of data have been collected
and a ten-year follow-up was concluded in 1997. The data set
includes information on social and economic resources, mental
and physical health, functional ability, and use of health services.
Blood pressures were measured during the four in-person interviews,
glucose and protein in the urine were measured in the baseline
and second in-person interviews, and blood was drawn at the time
of the 1992-1993 interviews. The size and distribution of the
sample permits racial and rural comparisons.

CURRENT POPULATION SURVEY
The federal Bureau
of the Census conducts a monthly survey of the nation for the
Bureau of Labor Statistics. This survey provides the basis for
monthly unemployment rates and includes approximately 60,000
households nationwide. Each March a detailed income supplement
is added to the basic questions on unemployment and the March
current population survey together with the income supplement
is called the Annual Demographic File. Detailed information is
available on amounts and sources of income in the household along
with detailed demographic information. In addition some files
include insurance coverage, participation in selected social
service programs and migration information.
The file is intended as a source for estimates at the national
level. While many of the items are similar to the decennial census
questions, this survey covers a more restricted universe. The
non-institutional civilian population and many concepts are defined
differently. It should not be used to estimate change using the
decennial census as a base. The Bureau of the Census publishes
a very limited amount of state or sub state level estimates from
the file, however, the state and metropolitan area can be identified
on the individual records. Approximately 1,200 households in
North Carolina are in the sample, and estimates can be developed
at the state level for the population as a whole for very large
sub-groups. Caution must be used since relatively large sampling
errors may be involved, and cross-tabulation must be limited
to ensure adequate cell sizes.

CENSUS-PUBLIC USE MICRODATA
In addition to the
summary data from the decennial census, there is also a file
on "microdata." A one percent and five percent sample
of actual census questionnaires (stripped of any confidential
information) is provided to each state. These microdata files
allow individuals to create customized tabulations for any age
group or cross tabulation of interests. For example, a user might
be interested in identifying the average income of persons 60
and over who did not live in North Carolina five years previous
to the census and who were not in the labor force at the time
of the census. This kind of custom tabulation is possible with
these microdata files. The results can be weighted to estimates
for the population of the state or the area of interest. The
files can be used to develop estimates for the state as a whole,
larger counties and cities and in general to develop estimates
for the 17 planning regions and metropolitan statistical area.
Most non-metropolitan counties are too small to develop individual
estimates.

Index
CARE-LINE’s computerized
data base consists of information on approximately 9,000 human
service agencies. These include local, state, and federal government
agencies along with non-profit organizations and support groups
for each of the 100 counties in NC. Each CARE-LINE call is documented
through computer logs. At the end of each month statistical reports
are generated. The monthly reports indicated such elements as
total calls, type service requested, identification of agencies
receiving referrals, volume of activity by day, hour, and month,
and amount of time required to service request.

The driver history
file contains identifying information on driver and record of
motor vehicle action as required in NC General Statute 20-26.
Access to this information is restricted by Chapter 123, Section
2721 of the US Code (Driver Privacy Protection Act) and NC General
Statutes 20-43.1. While personal information in DMV records is
closed to the public, it may be disclosed for use by any government
agency in carrying out its function or for use by private person
or entity acting in behalf of a government agency. It may also
be released for use in research and statistical reports, providing
that personal information is not published, re-disclosed, or
used to contact individuals. There are fees for obtaining records.

REGISTER OF THE BLIND
A register of the
blind and visually impaired is maintained as a result of legislation
passed in 1945 which requires all physicians, ophthalmologists,
and optometrists to report to the Division of Services for the
Blind all persons they find to be blind. The register of the
blind is a computerized system for maintaining an inventory of
those individuals in NC who are reported to have vision loss
even after correction which is significant enough to prevent
the performance of ordinary activities for which eyesight is
essential. Information on approximately 25,000 individuals is
updated regularly by the register clerk in the state office from
information furnished by nursing eye care consultants, social
workers for the blind, rehabilitation counselors, physicians,
and other medical personnel.

BEHAVIORAL
RISK FACTOR SURVEILLANCE SYSTEM
The Behavioral Risk
Factor Surveillance System (BRFSS) is an ongoing telephone interviewing
system housed in the Division of Community Health, Dept. of Health
and Human Services, in Raleigh, NC. Each month telephone
calls are made to randomly selected households throughout the
state. Adults, 18 years of age and older, are interviewed about
lifestyle behaviors and risk factors that contribute to the leading
causes of premature death and disability. The risk factors include
seat belt use, hypertension, exercise, diet, cigarette smoking,
alcohol consumption, cholesterol, preventive health activities,
insurance coverage, and AIDS. Approximately 15,000 interviews
are conducted each year. These data are summarized annually into
reports. *The Behavioral Risk Factor Surveillance System is funded
through a cooperative agreement with the Centers for Disease
Control and Prevention in Atlanta, GA.

ELECTRONIC SERVICES SYSTEM FOR SERVICES FOR THE BLIND
The
Electronic Services System is an automated information system
for the collection of data on clients and services provided through
the independent living services program and rehabilitation services
program. Quarterly printouts are generated from updates provided
by social workers for the blind and rehabilitation counselors.
Information is provided on cumulative fiscal year-to-year basis,
on all clients, referrals, and closed cases.

CRIME STATISTICS
Summary offense data
are collected on the eight major crimes of murder, rape, robbery,
aggravated assault, burglary, larceny, MVT and arson. Victim
and offender data are available by age, race and sex for reported
murders and rapes. Arrest data by age, race and sex are collected
for all crimes except traffic offenses.

WEATHERIZATION
HOUSEHOLD DATA
A database of statistics
on recipients of weatherization services has been developed on
a data general mv200 system. Data are generic based on the number
of homes weatherized, head of household status (age 60 and over,
handicapped, American Indian and other) and annual household
income (income bands from under $2,000 to $5,000 and over). Data
are aggregated by local administering agency, which may cover
a multi-county area. Limited data for state fiscal years 94-96
are currently available.

FILES
Yearly
population files with records for each county for each year (1990-2030). Data
are estimated, projected or counted population in each category. Data
for Census (actual or projected) years are for April 1; data
for all other years is for July 1. For 2000, 2010, and 2020,
there is data for both dates. Each record has data for four
race and sex categories (white male, white female, other male,
other female) by 96 age groups (0-94, 95+). There is a full
set of data at ITS, with backup copies in the North Carolina
Office of State Budget and Management.

WESTERN NC RETIREMENT MIGRANTS
Purpose: The Appalachian Regional Commission funded a study
to determine whether retirement in migrants in eight western
North Carolina counties were beneficial or a burden to their
counties’ local economies. These counties are Buncombe, Haywood,
Henderson, Jackson, Macon, Polk, Transylvania and Watauga.
Survey method: A two-stage survey of retirees (814) who have
moved to western North Carolina upon retirement was conducted
in the Fall of 1989. The first stage of the data collection was
a telephone interview. The second part of the survey requested
respondents to keep a detailed log book of their expenditures
for one week.
Key points/results: Retirement migrants
make a substantial contribution to local economic development.
An influx of retirees infuses
dollars into retail, construction, financial institutions,
the health care field and local governments. No evidence
was found of a negative impact on the host community by these
older
adults. |

MEDICARE HOSPITAL DISCHARGE DATA
Data address Medicare
inpatient and ambulatory surgery claims collected by NC hospitals
as required by law. Data are used for program planning, material
resources cost containment, service utilization, and public and
professional awareness. Data are presented in report form in
addition to availability on data tapes. Federal confidentiality
guidelines prohibit release of data that could directly or indirectly
identify a Medicare beneficiary or a physician.

CASWELL COUNTY LONGITUDINAL STUDY
This data base [made up of four rounds of data] is a longitudinal
study of 418 persons 65 and over in 1976 living in Caswell County,
NC. The original study was funded by the NC Agricultural Research
Service. The 10 year follow-up in 1986 was funded by the AARP
Andrus Foundation as was the follow-up in 1989. The Study in
1976 was a survey of the status and needs of the elderly in rural
and by-pass county. The ten year follow-up was to determine their
longevity and status. The 1989 follow-up studied both survivors
(149) and non-survivors. The study also included the interviewing
of caregivers to the then old-old group and the examination of
the terminal health care of the non-survivors. Survivors were
re-interviewed in 1996-97 (a 20 year follow-up).

FAMILY SUPPORTS AND RELATIONSHIPS OF OLDER URBAN
AND RURAL MIGRANTS IN NC
This project, funded by the AARP Andrus Foundation (1993-94), consisted
of a sample of 307 adults 65 years or older who has moved into
North Carolina or across county lines since age 60. Three counties
were selected at random from three areas of the state that had
a high percentage of persons relocating there in retirement. They
include: Henderson, Moore and Carteret Counties. The project was
endorsed by the North Carolina Division of Aging. Questionnaires
were administered to eligible persons living in the randomly selected
areas. Questions related to demographic variables, health and health
practices, psychological well-being, association with family and
friends, use of local services, needs, attitudes towards migration
and community, reasons for relocating, and family and friends relationships.
Data also were obtained on social interaction, and volunteerism.
Data have been given to area agencies on aging, local providers,
and other aging agencies.
