The Department of Health and Human Services Controller’s Office Accounts Receivable Section serves as the central point to provide the following functions for all Divisions comprising the Department:
- Processing and depositing checks, cash, and electronic transfers;
- Billing of amounts determined to be due;
- Tracking of all billings and payments in an organized manner so an accurate record of amounts due is maintained.
- Maintain and update the DHHS Cash Management Plan.
- Responsible for account write-offs, collections for Attorney General Referral; Department of Revenue Debt Set-Off; and Liens and Judgments.
To accomplish this responsibility, the Section is divided into three Branches; Central Billing Office, the Medical Assistance Branch, and Accounts Receivable Other Branch.
Central Billing Office (CBO)

The Central Billing Office (CBO) is a branch of the Department of Health and Human Services Controller’s Office, Accounts Receivable Office. The CBO has the primary responsibility for securing payment from third party payors including Medicare, Medicaid, and Commercial Insurance as well as billing clients, based on their ability to pay, for treatment received from facilities within the Division of Mental Health, Developmental Disabilities and Substance Abuse Services (DMH/DD/SAS). The entire billing process includes; submitting initial insurance claims and client statements; follow-up billing for denied/pending claims; receipting and posting paid claims to individual accounts; delinquent account follow-up; collections referrals to Attorney General Office; and filing of Liens and Judgments. All billing practices must meet the requirements of Federal, State and Third Party Billing entities.

The function of the Medical Assistance Branch of the DHHS Controller’s Office, Accounts Receivable Section is to record and track accounts receivable, certain accounts payables for cost settlement service providers, notification to counties of their share of program costs, and the processing of all adjustments to claim payments. Accounts receivable are maintained on the Statewide Accounts Receivable System for cost settlement service providers, Program Integrity, Third Part Recovery identified items , and miscellaneous accounts. All payments received by the Division of Medical Assistance are processed through this Branch. The MA Branch is responsible for processing all adjustments to claims through the Medicaid Adjustments System (MAS) and combining this with data related to claim payments through the Medicaid Cost Calculation (MCC) to determine the amount of Federal Funds earned and the amount due to the Program from counties for their share of costs incurred.

The Accounts Receivable Other Branch of DHHS Controller’s Office is responsible for processing and depositing cash, checks and electronic funds for all Division’s within the Department, excluding the Medical Assistance receipts and Patients receipts for CBO. This Branch maintains records of receivables and prepares invoices to bill for all Divisions of DHHS and any outside parties; responsible for delinquent account follow-up; and Department of Revenue Debt Set-Off. This Branch also maintains the billing systems for the Division of Deaf and Hard of Hearing (Student Billing); and the Division of Services for the Blind (County Billing).
