General Information - The Section is divided into four (4) branches (Teams A, B, C and D) with each one having a Branch Head responsible for supervising the accounting functions for which their respective branch is responsible. The Section is responsible for providing accounting support and related financial management functions for each Division/Institution within the Department of Health and Human Services. The Accounting information is entered into the North Carolina Accounting System (NCAS) and cash transactions are also entered into the Cash Management Control System (CMCS). These two systems are reconciled prior to close-out each month. The Branch Heads and Divisions/Institutions for which they are responsible are listed following the purpose of the Section.
Purpose of the Section - The Section
is responsible for: Processing invoices for payment through NCAS; reimbursement
of staff travel; check printing; auditing check printers; maintaining and recording
fixed assets; receiving and recording on-line cash transfers; preparing and
recording cash transfers-out; preparing and monitoring quarterly allotments;
reconciliation of disbursing accounts; daily cash requisitioning; quarterly
cash forecasting; requisitioning federal funds; federal reporting; daily depositing
of child support checks, management of imprest/petty cash funds; annual escheats
reporting; preparation of monthly and quarterly sales tax reports; management
of trust and agency funds; capital improvements; NCAS suspense entries; payroll
and health benefits reconciliation; general ledger responsibility; balancing;
monthly close-out and certification of NCAS and researching and providing information
in response to federal and state audit findings.
The Section is also responsible for the DMH/DD/SAS Institution Accounting Unit,
which provides for the management, coordination and supervision of accounting,
financial reporting, and preparation of cost reports fo rthe Division of Mental
Health, Development Disabilitites, and Substance Abuse Services' twelve institutions.
This work is performed from three field offices.
