ASPR 2007 Hospital Preparedness Grant Guidelines Q and A
1. Where can we find HVA?
Emergency Management at all levels should have access to any HVAs performed. Many hospitals and healthcare centers have performed their own HVAs as well. An example of a health facility HVA is located on the website.
2. Where do I get Pre-MIS 80% compliant counties?
Pre-MIS compliance status may be requested through the Regional Disaster Medical Specialist. Due to the sensitive nature of this report, it will NOT be posted on the web and should be kept for Official Use Only.
3. Where can I get the information as to who is on the State Auditors non-compliance for audit reporting?
A comprehensive list of “high risk” contractors is posted on the SMRS Website: Final Suspension of Funding to Non State Agencies.
4. Is there someone who can help a hospital on compliance?
Compliance issues should be forwarded to the Disaster Medical Specialist for each region.
5. Where can I get the SMAT III Survey?
Lyle Johnston can provide a copy and it will be posted on the SMRS website.
6. Who at a minimum should we make sure they have NCMCN installed?
Hospitals and community health centers are the current minimum. Locations may be expanded per the DPC and approval by OEMS.
7. Can a Region identify temporary morgue sites by county and/or by the Region?
Mass Fatality plans must be identified by county if available. Some counties may share a like plan. In this case, please notate this occurrence in the grant narrative. The goal of Mass Fatality guidance is to gain visibility on the current status of all local Mass Fatality plans so the regions and state can make recommendations and build capability to meet the identified gaps.
8. Can a county have one designated ACS site for all hospitals within a county?
Yes, one site location is acceptable. Preferably, the site will also meet FMS requirements as well. All community colleges have been identified so each county should select an ACS in addition to the community college as a contingency.
9. Where can a hospital get the name of a local EM Manager?
The RERRC can provide the contact information to for local EM to each hospital that does not yet have it. The Division of Emergency Management has the North Carolina EM Directory available for download.
10. Can we get a list of all installed NCMCN radios or sites where these radios are located and a contact name?
The list of currently authorized NCMCN agencies is posted in the DTMF Codes and Reference manual posted on the Technology section of the OEMS website. This information is updated monthly as new approvals are added.
11. Who do we send our educational projects to for pre-approval. Do all do you want to see on the project to verify competency based programs?
RACs requesting a competency based education evaluation should submit proposals through the Disaster Medical Specialist to Barbara Chorney with a copy to Mark Chambers, Holli Hoffman, and Ed Browning.
12. Define "At Risk" population that we should address?
The “At Risk” population is generally considered to be the medically frail or fragile population not to exclude functional residents of licensed medical facilities such as Nursing Homes or AssistedLivingCenters. Further at risk population may be identified by respective HVAs.

14. Where do we find the current list of state and local PH coordinators and directors?
This information should be located in the RAC Regional Response plan. If it has not been included, it should be gathered through local public health.

16. Who are the HSEEP Instructor Trainers?
Regional EM should be contacted for this list.
17. Where or when do we receive HSEEP training?
HSEEP training may be scheduled through Emergency Management. More information is available at Homeland Security Exercise and Evaluation Program.
18. Where do I get a copy of the SMAT II and III MOU's?
Every SMAT has one. If you have lost your copy and need a duplicate, please call the office and request one.

20. Do we have a standard NIMS form which could be signed by all entities applying for funding? Do they only have to comply with IC 100, 200, 700 and 800?
The NIMS capability elements will be posted on the website. Each hospital receiving funding or the direct benefit of funding must submit a letter stating they have met the compliance requirement of NIMS capability elements 7,9,10, and 11 along with a statement that they intend on meeting the remaining elements by August 8, 2008.
21. Are EMS systems still eligible for funding?
Yes, EMS systems are eligible for funding any project within the guidelines’ capability elements as approved by the RAC. EMS will also be receiving triage training and triage tags from DHS this year.
22. Are non-hospital based EMS services eligible for antiviral purchase and use?
Public Health stockpiles will be used for all EMS providers. ASPR money will not be needed except to augment the supply. For those cases, EMS System has been previously allowed to be eligible under the auspices of a “contract” with the hospital.
23. In order to meet the Interoperable Communications System sub-capability, are all 911 centers required to have equipment compatible with and participate in the North Carolina Medical Communications Network?
It is not a requirement for compliance but remains a strong recommendation.
