Purpose: This document describes the procedure for health care facilities and the public to access the N.C. Health Care Personnel Registry. The Health Care Personnel Registry is a comprehensive listing of unlicensed health care personnel providing hands on care who have committed certain abuses or who are under investigation, whether the facility is a nursing home, hospital, adult care home, home care agency, nursing pool, hospice or mental health residential facility, or mental health hospital. As required by federal law, substantiated cases of abuse, neglect, and misappropriation of resident property in nursing homes are also listed on the Nurse Aide I Registry. Effective July 1, 1999, N.C. General Statute 131E-256, Health Care Personnel Registry, requires that before hiring health care personnel into a health care facility or service, every employer at a health care facility shall access the Health Care Personnel Registry and shall note each incident of access in the appropriate business files.
N.C. G.S. 131E-256 defines "health care personnel" as (1) in an adult care home, an adult care personal aide who is any person who either performs or directly supervises others who perform task functions in activities of daily living which are personal functions essential for the health and well-being of residents such as bathing, dressing, personal hygiene, ambulation or locomotion, transferring, toileting, and eating, (2) a nurse aide, (3) an in-home aide or an in-home personal care aide who provides hands-on paraprofessional services, (4) unlicensed assistant personnel who provide hands-on care, including, but not limited to, habilitative aides and health care technicians.
The Health Care Personnel Registry is managed by the N.C. Division of Health Service Regulation, Health Care Personnel Registry Section. The Section provides individual registry status verifications and on-line assistance to health care personnel, their employers, and the public through a 24-hour automated telephone system as well as an internet website. Staff assistance is also available weekdays between the hours of 9:00 a.m. and 3:00 p.m., EST.

Note: A date-specific confirmation number is assigned for each individual verified. |
