Procedure for Accessing the Nurse Aide I Registry Verification


Purpose:

This document describes the procedure for health care facilities and the public to access the N.C. Nurse Aide I Registry. The Nurse Aide I Registry is a listing of all nurse aides who have met the federal and state training and competency requirements to perform "Nurse Aide I" functions. The registry also includes substantiated cases of resident abuse, resident neglect and misappropriation of resident property committed by nurse aides in a nursing home. The Nurse Aide I Registry was established by 42 USC 1395I-3(e) and 42 USC 1396(r)(e). Article 15 of the N.C. General Statute 131E as well as rules in Title 10 of the North Carolina Administrative Code (10 NCAC 3B-100-1002 and 10 NCAC 3H 2001, 2210) apply.

Federal and state regulations for long-term care facilities [skilled nursing (SNF) and nursing facilities (NF)] require that before allowing an individual to serve as a nurse aide, a facility must receive registry verification that the individual has met competency evaluation requirements. This verification is provided by the N.C. Division of Health Service Regulation, Health Care Personnel Registry Section, through a 24-hour automated telephone system as well as an internet website. Staff assistance is also available weekdays between the hours of 9:00 a.m. and 3:00 p.m., EST.

Process followed

1.0 The health care facility/individual contacts the HCPR Section.
1.1 The facility or individual making the inquiry supplies a valid social security number for the nurse aide being verified.
1.2 The Section advises the requestor whether or not the individual is listed on the Nurse Aide I Registry, the listing expiration date, and of any substantiated cases against the individual of resident abuse, neglect, or misappropriation of resident property in a nursing home listed on the Nurse Aide I Registry. Note: A date-specific confirmation number is provided for each individual verified.
1.3 The facility/individual notes the verification in the appropriate business files along with the confirmation number assigned for the inquiry.
