General Information

The Mental Health Licensure and Certification Section of the Division of Health Service Regulation is responsible for licensing and regulating mental health facilities in North Carolina. These facilities include: intermediate care facilities for the mentally retarded (ICF/MR), and mental health group homes and outpatient facilities. The section is responsible for conducting initial, annual, and complaint investigations. We are based out of Raleigh but have offices in Clinton, Lexington, Asheville and Black Mountain. The section is divided in to two branches: the ICF/MR branch and the Mental Health Licensure Branch.

Intermediate care facilities for the mentally retarded (ICF/MR) are licensed by the Mental Health Licensure Branch, but are certified by the ICF/MR Branch. Once certified for Medicaid participation, the ICF/MR Branch conducts all routine and complaint inspections of these facilities. There are 5 state operated and 327 ICF/MR facilities in the state. The Mental Health Licensure Branch is responsible for licensing and regulating mental health facilities in North Carolina. These facilities include: mental health residential homes for minors and adults with substance abuse, mental illness, mental retardation or developmental disabilities and outpatient services facilities. The section is responsible for conducting initial, annual, and complaint investigations in all of the provider types listed above. The section has teams in Raleigh, Clinton, Lexington, and Asheville.
