Effective immediately and until further notice, Secretary Carmen Hooker Odom has suspended licensing activities for all proposed new residential treatment homes for children with emotional disturbance or mental illness. Facilities covered by this suspension are Level II and Level III Residential Treatment facilities licensed by the Department of Health and Human Services under G.S. 122C-23 (PDF, 18 KB) in accordance with rules at 10A NCAC 27G.1300 (PDF, 365 KB), and Level IV Intensive Residential Treatment facilities licensed in accordance with rules at 10A NCAC 27G.1500 (PDF, 365 KB). This does not include Psychiatric Residential Treatment Facilities (PRTF), which are also licensed under 10A NCAC 27G .1500 (PDF, 365 KB).
During the period of this suspension of activity, the Division of Health Service Regulation will suspend all new provider orientation sessions for children's residential treatment homes and will not process any applications for a new license.
