General Information

Pursuant to G.S. 131E-177 (PDF, 13 KB), the North Carolina State Health Coordinating Council directs the development of the annual State Medical Facilities Plan (SMFP). The SMFP is approved by the Governor each year. Each plan takes effect on January 1st and expires on December 31st.

The council receives staff support from the North Carolina Department of Health and Human Services, Division of Health Service Regulation, Medical Facilities Planning Section.

Basic Principles Governing Plan Development

  1. Promote cost-effective approaches
  2. Expand health care services to the medically underserved
  3. Encourage quality health care services
