Federal law and regulation require that state Medicaid agencies have a Medical Care Advisory Committee (MCAC). The purpose of the MCAC is to advise the Medicaid agency on health and medical care services that may be covered by Medicaid.
Medicaid is a dynamic, constantly changing program. Federal and State legislative and regulatory actions directly impact the North Carolina Medicaid program. As a result of substantial budget reductions over the past few years, Medicaid continues to evolve. Difficult decisions will need to be made in order to manage the program within the annual State appropriation as required by the General Assembly.
The MCAC will provide a public forum for the discussion of the issues and options related to accomplishing budget goals and using the power of the Medicaid program to improve the quality of care for across the State of North Carolina. The MCAC will be responsible for making recommendations to DHHS and Medicaid as how to accomplish these goals with the least amount of damage to our ability to meet the needs of our State’s citizens.
Federal and State Regulations Governing the Establishment of the Committee:
The Medical Care Advisory Committee (MCAC) was established in accordance with Sec. 1902(a)(22) of the Social Security Act to advise the Medicaid agency director about health and medical services. The Committee considers such issues as revisions of existing policies and methods of assessing the quality of care.
N.C. General Statute 143B-10 requires that membership of boards and commissions be selected from all 13 congressional districts. In addition, the Secretary received approval from the Governor to expand the MCAC by an additional 7 at-large seats. Each member is asked to serve a three-year term. This may vary if there is a need to fill a seat that has been vacated prior to completion of a term. Each member is appointed by the Secretary of the Department of Health and Human Services.
