Medical Care Advisory Committee (MCAC)

Purpose of the Medical Care Advisory Committee

Federal law and regulation require that state Medicaid agencies have a Medical Care Advisory Committee (MCAC). The purpose of the MCAC is to advise the Medicaid agency on health and medical care services that may be covered by Medicaid.

Medicaid is a dynamic, constantly changing program.  Federal and State legislative and regulatory actions directly impact the North Carolina Medicaid program.  As a result of substantial budget reductions over the past few years, Medicaid continues to evolve.  Difficult decisions will need to be made in order to manage the program within the annual State appropriation as required by the General Assembly. 

The MCAC will provide a public forum for the discussion of the issues and options related to accomplishing budget goals and using the power of the Medicaid program to improve the quality of care for across the State of North Carolina.  The MCAC will be responsible for making recommendations to DHHS and Medicaid as how to accomplish these goals with the least amount of damage to our ability to meet the needs of our State’s citizens.

The Medical Care Advisory Committee (MCAC) was established in accordance with Sec. 1902(a)(22) of the Social Security Act to advise the Medicaid agency director about health and medical services. The Committee considers such issues as revisions of existing policies and methods of assessing the quality of care.

N.C. General Statute 143B-10 requires that membership of boards and commissions be selected from all 13 congressional districts. In addition, the Secretary received approval from the Governor to expand the MCAC by an additional 7 at-large seats. Each member is asked to serve a three-year term. This may vary if there is a need to fill a seat that has been vacated prior to completion of a term. Each member is appointed by the Secretary of the Department of Health and Human Services. The Committee membership must consist of:

• board-certified physicians and other representatives of the health profession who are familiar with the medical needs of, and resources available for, the care of low-income groups;
• the director of the public welfare department or the public health department;
• recipients and consumer organizations such as labor unions, organizations representing the poor, civil rights organizations, business, consumer cooperatives, and unaffiliated private citizens; and
• others, including government, state and county medical societies, other professional and provider associations, health insurance industry, health and medical education.

Please Note:

• Members must be willing to attend meetings in Raleigh and to advise DMA on how proposed initiatives and changes would impact the Medicaid Program.
• The committee meets at least quarterly for approximately three hours in Raleigh. Members are required to attend the meetings in person at the specified location, generally from 9:00 a.m. to 12:00 p.m.
• Non-state employee members receive a per diem compensation of $15 for each day of service, round-trip mileage reimbursement of 25 cents per mile, and applicable subsistence according to State of North Carolina guidelines. If paid overnight accommodations are required, a receipt for the lodging must be attached to the reimbursement request. Necessary forms will be provided at each meeting to claim reimbursement.
• The Committee is advisory only. It does not make policy.
