The N.C. Medicaid Program covers early intervention services through Children’s Developmental Service Agencies, who provide oversight of all of the North Carolina Infant-Toddler Program services. This includes receiving all referrals for the Infant-Toddler Program, contacting families of young children with special needs who may be eligible for the program, determining eligibility status of children referred, and providing initial and continuing services through their staff and public and private contract agencies, including the provision and appropriate review of the Individualized Family Service Plan (IFSP) for each child and family served under the program.
For service requirements, coverage criteria and limitations refer to Clinical Coverage Policy #8J, Children’s Developmental Service Agencies
Additional information about Early Intervention Services is available in the July 2004 Special Bulletin IV, Early Intervention - Community Based Rehabilitative Services Provider Requirements and Seminar.
For changes and updates to coverage criteria, billing information, and other program requirements refer to the N.C. Medicaid general and special bulletins.
