Local Management Entities (LMEs) are responsible for managing, coordinating, facilitating and monitoring the provision of mental health, developmental disabilities, and substance abuse services in the area that they serve.
Enhanced Behavioral Health (Community Intervention) Services providers and Residential Treatment Facilities (Levels II through IV) must obtain endorsement approval from the LME as a prerequisite for Medicaid enrollment. Additional information about the role of the LME in the endorsement process for Medicaid behavioral health providers is available from the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services (DMH/DD/SAS).

Session Law 2008–107, Section 10.15(x) requires the Department of Health and Human Services to return service authorizations, utilization reviews, and utilization management functions to the Local Management Entities (LMEs) for all clients.
