State Rehabilitation Council Meeting Minutes

March 8, 2008

Call to Order of the State Rehabilitation Council
Following the Commission for the Blind meeting, Chair Graham Watt opened the State Rehabilitation Council meeting.  The following members were present:  Graham Watt, Debbie Jackson, Kathy Crow, Tommy Jenkins, Eddie Weaver, Allen Casey, Richard Oliver, Anita Heath-Cunningham, Jay Williams, Julie Kagy, and Beth Butler

Others Present:  David Arthur, Mary Flanagan, Joann Wood, Jan Fesperman, Gary Ray, and Carla Parker

Approval of Minutes

A motion was made by Kathy Crow, seconded by Beth Butler, and carried to approve the minutes of the December 8, 2007 meeting. 

COMMITTEE REPORTS:

Policy and Procedures - Terri Meyers (Not Present)

Jan Fesperman reported that the Rehabilitation Procedures Manual will be on-line as of Monday, March 10. 

State Plan Committee - David Arthur

The first conference call with RSA regarding the State Plan has been conducted.   A complete State Plan was submitted last year so this year amendments will be submitted.  RSA is interested in the goals for next year and which areas will be focused on. 

David Arthur distributed a list of planned focus groups and public hearings. 

DSB’s first focus group was held at the VIP Fishing Tournament in October.  On March 27, a second focus group will be held in Raleigh.  This group will consist of consumers who will be reviewing the Rehabilitation Center and its programs.  The 3rd focus group will be in Greenville on April 10. 

Two public hearings are scheduled:  April 30 in Charlotte at the public library downtown from 11 til 1 p.m.; April 24th at the “Super Conference”, NC Conference on Visual Impairment and Blindness, from 5 til 7 p.m.  Debbie Jackson will check on the availability of the small dining hall for this public hearing. 

After the public hearings and focus groups take place, emphasis will be on developing goals.

Following an adjournment motion by Beth Butler, seconded by Kathy Crow, and carried the State Rehabilitation Council adjourned at 12:30 p.m.
