State Rehabilitation Council Meeting Minutes

March 11, 2006

Call to order of the State Rehabilitation Council

Following the Commission for the Blind meeting, Chairman John Miller opened the State Rehabilitation Council meeting at 11:20 a.m. The following members were present:  John Miller, Debbie Jackson, Anita Heath-Cunningham, Allen Moore, Angela McCants, Sandy Foster, Kathy Brack, Tom Winton, and Graham Watt.

Not Present:  Ron Huber, Russ Stinehour, Cheryl Whitley and Kellie Hightower-Spruill (all had excuses absences).

Others Present:  Mary Flanagan, Jan Fesperman, Dave Arthur, and Carla Parker

Approval of Minutes

A motion was made by Tom Winton, seconded by Allen Moore, and carried to approve the minutes of the December 10, 2005 meeting. 

Committee Reports

Policy and Procedures—Tom Winton

No formal policy and procedures committee meeting was held this quarter.  Tom Winton attended a very informative Self-Employment training held by DSB for their staff. 

State Plan—Graham Watt

The State Plan Committee met in January to plan the public hearings and focus groups mandated by the State Plan.  The locations and times were identified and they are as follows:

Dave Arthur will be placing ads in the Charlotte Observer and the Durham Sun Herald to advertise the public hearings.  Contact has been made with the Radio Reading Service, Alliance of Disability Advocates, and the Library for the Blind.  Suggestions were made to contact the NC Council of the Blind, SILC, and the Federation of the Blind of NC.  A list of the hearings and forums will also be on DSB’s website.  Invitations have been sent out for the focus groups. 

Consumer Information—Angela McCants

The Consumer Information Committee met this morning before the Commission meeting and discussed when the focus groups and public hearings would be held and the status of satisfaction survey.  Also of concern is a Winston-Salem consumer who applied for a $30,000 a year job but when the company found out the applicant was blind, they were offered a lower salary.  Angela McCants will get more information regarding this consumer and job offer. 

Dave Arthur responded to the questions the committee had on the satisfaction survey.  The survey has been printed and is ready to be mailed out.  The committee is welcome to look at the responses of the survey at anytime.

Old Business

The 4th Annual Conference on Visual Impairments is currently being held on the campus of GMS.  Professionals from around the State, Orientation and Mobility Specialists, teachers, DSB staff, parents, etc., attended this year.  This year 178 people attended. 

In 2007, the Conference on Visual Impairments will be held later in March so it will not conflict with the Commission for the Blind meeting.

Adjournment of Meeting

Following an adjournment motion, a second, and a vote, the meeting adjourned at 11:50 p.m. The next meeting is scheduled for Saturday, June 10, 2006.
