State Rehabilitation Council Meeting Minutes

June 12, 2004

Call to Order of the State Rehabilitation Council

Following the Commission meeting, John Miller opened the State Rehabilitation Council meeting at 11:35 a.m. The following members were present: John Miller, Norma Krajczar, Tom Winton, Catherleen Thomas, and Russ Stinehour, Debbie Jackson (ex-officio); available by phone Annette Clinard and Terry Wethington in order to form quorum.

Members not present: Ron Huber, Allen Moore, Kathy Brack, Annette Clinard, and Sandy Foster —All were excused absences. Terry Wethington and Anita Wayne were not present—unexcused absence.

Others present: Carla Parker, Mary Flanagan, Sally Syria, David Arthur, Jan Fesperman, Dr. Michael Holland, Dr. Laurel Gropper, Clay Pope, Joann Strader, and Preston Jones

Approval of Minutes

A motion was made Norma Krajczar, seconded by Catherleen Thomas, and carried to approve the minutes of the meeting March 13, 2004.

State Plan Committee– David Arthur

Effort was made to mail or e-mail the State Plan to as many Commission Members as possible prior to the meeting so members would have time to review the materials before hand. David Arthur read the State Plan’s goals and strategies to the Committee in detail. A few corrections and changes were identified and will be made. A motion was made by Russ Stinehour, seconded by Tom Winton, and carried to approve the State Plan with the recommended changes.

Industries of the Blind--Greensboro

Annette Clinard reported that the employment outcome situation that doesn’t allow for successful closures by rehabilitation agencies for people working in industries or other facilities, not integrated settings, isn’t going to change any time soon due to the current political environment.

Industries for the Blind has hired 7 Blind people from the Lexington/Davidson County area and involvement with the Social Workers in the area has been great.

Policies and & Procedures Committee – No Report

Consumer Information Committee

Satisfaction Survey-The first and second quarter surveys were mailed out and responses compiled. A summary of the responses for the first 2 quarters were distributed to members and will be reviewed and discussed at the next meeting in September.

New Business

Appointments to Committee’s will occur in September.

Adjournment of Meeting

Following an adjournment motion, a second, and a vote, the meeting adjourned at 1:40 p.m. The next meeting is scheduled for September 12, 2004.
