Call to Order of the State Rehabilitation Council
Following the Commission for the Blind meeting, Chair Beth Butler opened the State Rehabilitation Council meeting. The following members were present: The following members were present: Beth Butler, Debbie Jackson, Julie Kagy, Ruth Haines, Jay Williams, Eddie Weaver, Kathy Brack, Allen Casey, Terri Meyers, Anita Heath-Cunningham, Graham Watt, and Tommy Jenkins.

Approval of Minutes
A motion was made by Graham Watt, seconded by Julie Kagy, and carried to approve the minutes of June 13, 2008.
Policies and Procedures Committee: Terri Meyers and Jan Fesperman
Jan Fesperman presented 2 policy changes regarding hearing aids and psychological services. These policies reflect changes in financial updates. These policies were approved through the Policies and Procedures Committee. Copies of the changes were available. A motion was made by Graham Watt, seconded by Anita Heath-Cunningham, and carried to approve these 2 policy changes.
State Plan Committee: Graham Watt
The State Plan has been submitted to RSA for approval. It is now time for a statewide needs assessment. Mary Flanagan will be working with the committee on the needs assessment. Once the scope of work is developed, the Request for Proposals is presented on the DHHS website. DSB also sends info to entities that may be potential bidders but may not check the DHHS website on a regular basis. Once the proposals come back, they are assessed for cost, timeliness, and the plan for doing the needs assessment.
Consumer Information—Julie Kagy
Mrs. Kagy distributed a copy of the revised survey which is sent to rehabilitation consumers. This survey will be sent to all consumers rather than only the successful closures. Couple of changes were incorporated—circle the services that were most beneficial; survey will be on large paper; rather than “checking” your choice, use “mark” your choice. The survey will be sent out this quarter.

There is a RSA website available to State Council members to receive training and have a better understanding of the role and history of the State Rehabilitation Council. Website to access this training will be sent to members.
Question was asked about receiving training for new Commission members. Please let Debbie Jackson know the needs and she will put the training together.
Beth Butler reminded everyone of the required Ethics Training. Any member that has not attended, needs to contact Graham Watt, Ethics Liaison.
A request was made to print the materials for future Commission meetings front and back.
If anyone would like to tour the Haywood Building, Cynthia Joos will lead the group to the building after the adjournment of this meeting.

Following an adjournment motion by Graham Watt, seconded by Julie Kagy, and carried the State Rehabilitation Council adjourned at 12:30 p.m.
