State Rehabilitation Council Meeting Minutes

December 8, 2007

Following the Commission for the Blind meeting, the State Rehabilitation Council was called to order by Chair Graham Watt at 11:25 a.m.  The following members were present:  Graham Watt, Debbie Jackson, Kathy Crow, Julie Kagy, Stacey Milbern, Eddie Weaver, Richard Oliver, Allen Casey, Anita Heath-Cunningham, Beth Butler, Tommy Jenkins, Jay Williams, and Terri Meyers.

Others Present:  David Arthur, Mary Flanagan, Joann Samuels Wood, Gary Ray, and Carla Parker

Approval of Minutes
A motion was made by Beth Butler, seconded by Kathy Crow, and carried to approve the minutes of the September 8, 2007.

Committee Reports

Policies and Procedures Committee—Terri Meyers
No new policies or procedures to report.  The procedures will be on-line by the end of June.  Kathy Harrison, DSB Employee, contacted Eddie Weaver and asked if he would assist the Policies and Procedures Committee.  Eddie Weaver agreed and is now a part of the Policies and Procedures Committee.

Debbie Jackson reported that the Rehabilitation Services Administration (RSA) will be visiting DSB and the General VR Agency in 2008 for a monitoring visit. This will be DSB’s first review of this type.  During this visit, RSA may want to meet with the Chair and other members of this Council. 

State Plan Committee:  Graham Watt and David Arthur

David Arthur attended the VIP Fishing Tournament in hopes to reach more people and receive more input.  Gwen White announced to the participants that Mr. Arthur was there and this was an opportunity for the participants to have input in the State Plan.  After the announcement, interest still remained low. Most of the people at the tournament were not interested in going back to work or rehabilitation. 

Consumer Information Committee—Julie Kagy 

Julie requested a copy of the survey from David Arthur.  Julie has reviewed it but the committee has not had a chance to discuss.  Chair Watt requested a copy of the survey be shared with the Council members.

New Business
The annual report was e-mailed to the Council prior to this meeting.  RSA requires an annual report to be submitted.  The report gives a brief summary for each program.  Previously, the annual report was in a calendar format.  This year, Public Relations within DHHS did not approve the report being included in the calendar format.  Mr. Arthur asked the group to review the annual report and make edits or suggestions as needed.  For many years, the calendar was funded through the Lions Foundation.  In that case, DSB had more latitude in determining who published it and the format.  The funding is now provided by State money.  DSB will determine if the production of a calendar is worth the additional cost.   

In the annual report, an edit was suggested regarding a quote “The only thing worse than being blind is having sight but no vision”.   This quote has a negative connotation.  Tommy Jenkins and Stacey Milbern will send Chair Watt another quote for consideration. 

Please send any suggestions for the annual report to David Arthur by December 17.

Following an adjournment motion by Kathy Crow, seconded by Stacey Milbern, and carried the State Rehabilitation Council adjourned at 11:55 a.m.
