State Rehabilitation Council Meeting Minutes

December 12, 2009

Call to Order of the State Rehabilitation Council Meeting 

Directly following the Commission for the Blind meeting, Chair Beth Butler opened the State Rehabilitation Council meeting.   

Present in the Conference Room were Mary Flanagan, Joann Wood, David Arthur, Steve Sligar, Mim Kim, and Carla Parker.   

Connected by conference call were:  Beth Butler, Kathy Brack, Eddie Weaver, Allen Casey, Tommy Jenkins, Terri Meyers, Richard Oliver, and Kim Lambert. 

Approval of Minutes

A motion was made by Allen Casey, seconded by Terri Meyers, and carried to approve the minutes of September 12, 2009 meeting. 

Committee Reports:

Policy and Procedures Committee—In Cynthia Speight’s absence, Joann Wood reported on a rule change.

The ARRA rule change officially went into effect October 9, 2009.  Counselors can now purchase technology devices for consumers who have an IPE and are going to further their education or whose job requires technology for employment.   

State Plan Committee—David Arthur

In conjunction with East Carolina University and the needs assessment, DSB is partnering with them to organize focus group meetings.  

The focus groups are scheduled for December 28 at DSB’s Greenville District Office; December 30 in Elizabeth City at the VR Independent Living Office.  Two other focus groups will be planned for Charlotte and Boone. Mr. Arthur welcomes any SRC member to assist in the focus groups.  

Consumer Information Committee—Joann Wood

644 surveys were mailed with 179 responses.  Feedback is in the annual report.  If anyone would like a copy of the full report, please contact Joann Wood.

New Business

David Arthur had e-mailed the Annual Report to all members prior to today’s meeting.  Mr. Arthur welcomed any comments or suggestions.  These comments need to be sent to David Arthur by December 16 as it needs to go to DHHS for their approval.   

Joann Wood expressed her appreciation for all the hard work Mary Flanagan has done in the past couple of months with both Debbie Jackson, Director, and Jan Fesperman, Chief of Rehabilitation, retiring within a month of each other.  Mary Flanagan added her thanks to all the program chiefs and staff.   

Dr. Sligar and Mim Kim, East Carolina, introduced themselves.  Dr. Sligar and Mr. Kim will be conducting a comprehensive statewide needs assessment. Dr. Sligar thanked Mrs. Flanagan and her staff for all their input, support, and assistance with the needs assessment.  Dr. Sligar has over 30 years of experience working with the blind, deaf, and deaf/blind.  Mr. Mim Kim will be assisting Dr. Sligar in data analysis.  Mr. Kim is from Korea.  He has developed a computer program for deaf/blind consumers in Korea.  Mr. Kim is very interested in working with the deaf and blind. 

Guidelines from the federal government were used as a template for the needs assessment.  

“Survey Monkey” will be used to compile the date.  To entice consumers to complete the survey, there will be 20 $50 drawings.  Focus groups will be held in Boone, Charlotte, Elizabeth City, and Greenville.   

At this time, DSB staff then left the conference room so Dr. Sligar could interview members of the State Rehabilitation Council.   

The State Rehabilitation Council adjourned at 12:05 p.m.
