Call to Order of the State Rehabilitation Council
Following the Commission for the Blind meeting, Chair Beth Butler opened the State Rehabilitation Council meeting. The following members were present in the conference room: Julie Kagy, Debbie Jackson, and Terri Meyers.
The following members were connected via conference call: Anita Heath-Cunningham, Jay Williams, Tommy Jenkins, Allen Casey, Beth Butler, Richard Oliver, Ruth Haines, Eddie Weaver, Graham Watt, and Kathy Brack.
Others present in the conference room: Gary Ray, Mary Flanagan, Joann Samuels Wood, David Arthur, Jan Fesperman, and Carla Parker.
Approval of Minutes
A motion was made by Graham Watt, seconded by Allen Casey and carried to approve the minutes of September 13, 2008.
Committee Reports:
Policies and Procedures: Terri Meyers and Jan Fesperman
Jan Fesperman has revised the Vocational Rehabilitation Sign Language Interpreting Transliterating Services Policy. The proposed policy adds more detail about the terms of reimbursement, invoicing and cancellation requirements. The proposed policy was sent to the subcommittee. A motion was made by Graham Watt, seconded by Richard Oliver, and carried to approve this change in policy.
State Plan Committee: Graham Watt

Mary Flanagan reported on the Statewide Needs Assessment which is required under the Rehabilitation Act every 3 years. A draft RFP has been sent out and 1 proposal was returned.
Consumer Information Committee: Julie Kagy
Ms. Kagy has reviewed the program satisfaction survey results. As of yesterday, there was a 31% return. This survey is going to all closed cases rather it was successful or unsuccessful. According to survey results, the most beneficial service is medical treatment and surgery. During the next quarter, DSB’s emphasis will be on post-secondary training, assistive technology, and job placement.

New Business
David Arthur e-mailed the annual report to all members. The format has changed this year. It is no longer in a calendar format. This report will be on the website but will not be printed this year. RSA and the Governor must receive this report by December 31. The report was reviewed in detail.
A motion was made by Kathy Brack and seconded by Graham Watt, and carried to approve the Annual Report.

Following an adjournment motion by Graham Watt, seconded by Julie Kagy, and carried the State Rehabilitation Council meeting adjourned at 12:10 p.m.
