State Medicaid Health Information Technology Plan


The Planning Advanced Planning Document (PAPD), the initial funding document required from North Carolina by CMS, was resubmitted to CMS on January 29, 2010 and approved by CMS effective February 4, 2010. The approved document meets the requirements outlined in Section 4201 of the Recovery Act and the guidance found in the State Medicaid Director’s letter, (SMD) 09-006/ARRA HIT#1, dated September 1, 2009.  Approved FFP is $2,288,648 with $255,512 in state matching funds.

In addition to securing PAPD approval, Ms Patina Sidner has been hired as the Medicaid HIT Project Manager and began working at OMMISS on March 15. 

The Office of Medicaid Management Information Systems Services (OMMISS) is leading the creation of the State Medicaid HIT Plan (SMHP), in collaboration with the Division of Medical Assistance (DMA), the Health and Wellness Trust Fund (HWTF), the NC Health Information Exchange (NCHIE), the Regional Extension Center (REC) and other stakeholders.

On April 28, 2010, CMS distributed a new template for the SMHP.  The HIT project team has begun writing the first draft of this document and is in the process of convening work groups to complete the plan.  It is anticipated that the SMHP will be finalized no earlier than eight to twelve weeks after the Centers for Medicare & Medicaid Services (CMS) finalizes the Proposed Rule for Electronic Health Record Incentive Program, 42 CFR Part 412.  CMS has stated that the rule is expected to be finalized by “end of spring or early summer”.

On April 30, 2010, CMS provided a more comprehensive plan detailing interface requirements between a National Level Repository (NLR), other federal computer systems and state incentive payment management systems.  The project team is conducting an alternative analysis to identify options for meeting these new requirements. The NC Medicaid HIT team is also leading a national initiative, in collaboration with CMS and the State of Pennsylvania, for states to collaborate on the development of Business Use Cases to facilitate the rapid development of systems to interface with the NLR and expedite the capacity for states to make incentive payments.

In May, 2010, the Medicaid HIT project management team participated in the regional Medicaid and HIE planning workshop in Atlanta, GA.  The NC team gave presentations at the conference on Legal Policy Development for HIT, ICD-10 Implementation and led the MMIS Modifications Round-table Discussion for the eight-state collaborative.
