Governor Perdue’s Executive Order No. 19 authorized the North Carolina Health and Wellness Trust Fund Commission (HWTF) as the Designated State Entity (SDE) to apply for and receive federal funding under the Health Information Technology for Economic and Clinical Health Act (HITECH) of the American Recovery and Reinvestment Act (ARRA). The HWTF Commission established the Health Information Technology Collaborative with specific membership to provide a representative body to advise and guide the application for Health Information Technology funding under HITECH.
On September 11, 2009, the HWTF submitted a Letter of Intent (LOI) to the Office of National Coordinator (ONC) expressing the State’s intent to submit a completed application for the North Carolina Health Information Exchange Program (HIE) by October 16, 2009. The application was completed and submitted to ONC and included an HIE Strategic Plan to be followed by an HIE Operational Plan.
On February 8, 2010, HWTF was notified that North Carolina had been awarded $12.9M for building health information exchange capacity. On April 30, 2010, a new 501 (c) (3) non-profit entity was incorporated as North Carolina Health Information Exchange (NC HIE) to assume a leadership and governance role for the planning, design and implementation of a statewide health information exchange for North Carolina.
NC HIE is charged with completing certain tasks related to five HIE domains: Governance, Finance, Business/Technical Operations, Technical Infrastructure and Legal/Policy. Four workgroup committees have been formed to help with this process:
The Strategic and Operational plans were submitted to ONC on August 31, 2010 for approval.
