As befitting the ambitious goal of systems transformation, the grant activities and the methods of evaluating them were diverse. The activities focused on a number of different consumer and system constituents in pursuit of the three large goals set as conditions of the grant. The evaluation approach was to use new and existing consumer survey data and secondary analysis of administrative data which were made available through the grant team who served as stewards of the data.
