Classification / Reallocation Activities

Establishing New Banded Class Positions or Reallocations to a Banded Class

When managers submit a request to create new banded class positions or change a position from one banded class to another, HR analysts will review the new position description to establish the appropriate banded class.

Sample Position Description

  • Review position description submitted by manager to verify that:
    • The correct role summary was pulled from the proposed Banded Class Competency Profile.
    • The manager has written the position description to support the appropriate competency levels (C, J, or A) as listed in the DHHS Banded Class Competency Profile.
  • If a manager adds competencies that are not listed on the competency profile, discuss the situation with the manager.
    • If the additional competencies are justified, request approval from the Central HR Classification / Compensation Section at .
    • This may require approval for the addition of competencies to the DHHS Banded Class Competency Profile or in rare cases, the DHHS Competency Library.
    • If the job is a "mixed role" position that includes competencies from two different profiles, look at the percentage of work and other factors to recommend the appropriate overall banded class title.
    • If the additional competencies are not justified, explain the reasons to the manager and advise the manager to make appropriate changes to the position description.
  • Discuss the results of the review with the manager, provide consultation, and make modifications as necessary.
  • Refer Hiring Managers to the online Vacancy Guide for general instructions on planning, recruiting, and advertising vacancies.

Reallocating Current Banded Positions from a Banded Class to a Non-Banded Class

When Managers submit a request to change a position from a banded class to a non-banded class, HR analysts will review the positions description and determine the appropriate class title and level.

  • Review position description submitted by the Manager to verify that the primary purpose of the job matches the proposed classification.
  • Determine the appropriate title and level.

Prepare Analyst Notes.

Analyst Notes:

 
  • Prepare Analyst Notes justifying the classification title and level proposed.
  • Determine FLSA status.
  • Based on delegation of authority, submit to Central HR Classification/Compensation.

Complete PD-118.    

If approved, prepare PD-118 form to change class title.

  • Enter FLSA indicator:
    • S if subject to overtime
    • E if exempt from overtime
  • Update supervisory or managerial indicator:
    • M for manager
    • S for supervisor
    • N for neither
