of Human Resources contains various sections that serve
the Department. These
sections are housed in the Office of the Secretary in
Raleigh. Each section's general duties and responsibilities
are described below.

Classification and Compensation
This section administers the
State of North Carolina classification and pay plan
for all positions in the Department of Health and Human
Services including classification and pay issues for
licensed educators. This section also manages the Department's
compliance with the Fair Labor Standards Act (FLSA)
provisions related to pay, overtime and hours worked.
We have a created a guide
and summary of the August 23, 2004 FLSA rules for
our HR professionals.

Employee and Management
Development
This section oversees training and staff development
for the Department. Management Development staff provide
consulting services in training development, needs assessment,
and curriculum planning. The section also coordinates
agency-wide training contracts including Supervisory
Training.
The staff conducts various training classes throughout
the year and provides traditional, blended and online
training courses that have been developed for statewide
usage. In addition, a Trainers'
website is an online resource available for Training
Coordinators in the Department.

Employee Relations
DHHS encourages open and effective communication between
an employee and supervisor. All employees are encouraged
to resolve problems through informal discussion with
appropriate staff members or management. Employee Relations
works with employees and management to develop and maintain
harmonious and effective working relationships throughout
the department.
If you have an employee relations concern, first contact
the local Employee Relations Specialist in the division,
facility, or school where you work. If your division,
facility, or school does not have an Employee Relations
Specialist, contact your Human Resources office. Information

for DHHS. We ensure consistent, accountable compliance

Recruitment Services
Recruitment Services staff provides consultation and
training in Merit Based Employment and offers other
classroom training and on-line resource guides in effective
recruitment and selection practices. This section also
coordinates and monitors recruitment throughout DHHS.
The staff at Recruitment Services works closely with
the Department's executive management staff to ensure
that fair hiring practices are implemented resulting
in a diverse and well-qualified workforce at each level
of employment within DHHS.
