
Special Entry and Geographical Rates
Special Minimum Rate (SMR) is defined as a substitute rate above the minimum of the salary range when critical recruitment or retention problems are recognized.
The Office of State Personnel has been gradually decreasing the SMR list with each year’s salary plan, with the overall goal of eliminating SMRs altogether. In the 2009 Salary Plan, the list of remaining SMRs has been further reduced.
As a result of the reduced number of SMRs, the Office of State Personnel has created a list of classes for which we have hiring flexibility for salary administration purposes. All of the classes listed on the Hiring Flexibility List allow a 5% increase to the minimum of the range when determining salary qualifications.
The only exception on the 5% flexibility list is the Physician Extender which allows for a 10% increase to the minimum of the range.
