Policies and Procedures

The policies that apply to Human Resources at DHHS come from several sources.

The policies that guide our Human Resources functions come from the STate Personnel Manual, DHHS Directives, and the DHHS HR Policy Manual.

State Personnel Manual

The online State Personnel Manual contains human resources policies that apply to DHHS as well as all other state agencies.

DHHS Directives

For certain policies, DHHS has department-specific Directives. These Directives are available through the department Online Publications or at local HR offices, and the office of Facility and Division Directors.

DHHS HR Policy Manual

The HR Policy Manual is available online. The revised Policy Manual includes information clarifying memos and old Personnel Services Directives. Contact your local HR office for more information.

Standard Operating Procedures (SOPs)

The Division of Human Resources is working on a project to develop standard operating procedures (SOPs) for major human resource activities performed in the department. The first stage of this project included the development of SOPs for the area of benefits management. The project will subsequently branch out to other functional areas, such as salary administration.

The SOPs will provide seasoned human resource professionals a readily available resource as well as serve as an on-line mentoring guide for new employees. By having well-established procedures, an employee’s work consistency, quality and timeliness are improved.

Should you encounter problems, as you use the SOPs, with links or accuracy of information, please immediately inform the appropriate Division of Human Resources’ section chief. Our goal is to always keep the SOPs accurate and up-to-date for your use.

Affordable Care Act (ACA)

Section 1512 of the Affordable Care Act (ACA) requires applicable employers to provide all employees with written notice of the following:

  • the existence of the Marketplace (referred to by the ACA as the Exchange);
  • potential eligibility for premium tax credit under 36B of the Internal Revenue Code if the employee purchases a qualified health plan through the Marketplace;
  • and loss of employer contribution for the purchase of a qualified health plan through the Marketplace.

Please contact your local Division/Facility HR Office for additional information and/or for assistance with answering any of the questions in the New Health Insurance Marketplace Coverage Options and Your Health Coverage notice: ACA-Exchange Notice Template.

If you have questions regarding ACA health insurance coverage options, please contact the Health Insurance Marketplace at 1-800-318-2596 and/or visit HealthCare.gov.
