CAP-MR/DD rate changes are effective with date of service January 1, 2007. When the cost of a waiver service changes, the case manager recalculates the cost summary. A Plan of Care Update/Revision is not required to be submitted to Value Options if only the cost of the service changes. Information related to CAP-MR/DD fee schedules may also be found at http://www.ncdhhs.gov/dma/fee/capfee.html.

2005 CAP-MR/DD Manual*
(revised 1/18/06)

*Minor changes were made in January of 2006 in the CAP Manual. From this point forward no additional changes will be made without a formal process of submitting additional insert pages. Please note the following changes:

Section 3.5: First paragraph has been revised to reflect the requirement of maintaining local approval timelines, and to be compliant with due process requirements.
Section 3.6.4: Fourth paragraph includes limited change in language with addition of a sentence: "Additional information must be provided within local approval timelines."
Flow chart on UR for Budget $85,000 and Above: Language changed to reflect "approval" or "not approved" at the third level review. Third level review decisions may not be overturned at the local level.
Section 3.6.8: Masters was changed to bachelors in regard to staffing requirements for local approvers.

The current Community Alternatives Program for MR/DD (CAP-MR/DD Waiver) will expire 10/31/08. The NC Divisions of MH/DD/SAS and Medical Assistance are drafting new Waivers to begin 11/1/08. Representatives of these Divisions will provide information and respond to feedback at six 2-hour Public Forums. Where and when:
