The Mental Health Planning Council is appointed by the Secretary of the North Carolina Department of Health and Human Services. The duties of the Council, as specified in Title XIX, Part B, Subpart I, section 1914(b) of the Public Health Services Act, include:

The Council includes representatives of families of children with serious emotional disturbances; representatives of adults with mental illness; representatives of families of mentally ill adults; representatives of public and private entities concerned with need, planning, operation, funding and use of mental health services; and, representatives of state agencies. Members are appointed to 3 year terms. Members, other than those representing state agencies, may serve no more than two consecutive terms.
The Mental Health Planning and Advisory Council will meet on the following dates in the Taylor Building on the Dorothea Dix campus in Raleigh from 10:30am-3:30pm.
