Substance Abuse Improvement Project

In response to under-utilized substance abuse services throughout North Carolina, with a trend toward increasing decline, Mike Moseley, Division director, requested the development of a plan to improve these services statewide. The Division hopes to support local management entities (LMEs) in their goals to enhance provider services.

Areas of focus in the Division’s plan of action include: 1) LMEs assigning staff members being assigned as substance abuse points of contact; 2) Improving LME purchasing and management of substance abuse services; 3) Improving skills of providers; 4) Improving system capacity; 5) Improving Division capacity to support LME and SA providers; 6) Negotiating the maintenance of current substance abuse system initiatives with the Legislative Oversight Committee (LOC); 7) Simplifying financing structures; 8) Working with the Institute of Medicine, a research organization for Congress located in Chapel Hill, as it convenes a task force to study substance abuse services in NC; 9) Offering incentives for development of Substance Abuse Intensive Outpatient services (SAIOP) not currently present statewide.

Working with LMEs and providers to improve services will take many forms. Policy development, training and technical assistance, increased accountability and collaboration are all key to the success of this project. The Division looks forward to partnering with LMEs and providers to improve access and treatment for residents of North Carolina with substance abuse needs.

Points of Contact Meetings: The Division will host regular events to communicate with and hear from people designated as LME Points of Contact for this project. Virtual meetings: 9/4, 10/2, 11/6 and 12/4, 1:00pm-2:00pm.
