Welcome to the clearinghouse for information on the progress of our efforts to implement the provisions of Senate Bill 163.

The S.B.163 Steering Committee has been charged with creating a system to track children who have been placed in care outside their families — whether in foster care, therapeutic foster care, group homes or other types of care environments. It will also help ensure that local educational funding for these children with special needs will follow them wherever the child is placed.

The Committee has also been charged with devising a method of tracking facility operators who may have been issued violations or license revocations if they attempt to open additional of care facilities within the state.

The steering committee, comprised of members from DHHS Central Administration, Social Services, Medical Assistance, and MH/DD/SAS, has joined with representatives from The Department of Public Instruction and the Department of Juvenile Justice and Delinquency Prevention, to create an Action Plan to implement the requisites of Senate Bill 163.

An Action Plan, outlining the timelines and responsibilities and key players for S. B. 163, has also been developed. Monthly meeting minutes of the steering committee will also be posted.

Proposed Permanent Rules for SB-163 can be found on the Rules page.
