The R.J. Blackley Alcohol and Drug Abuse Treatment Center is a 75-bed residential and detox/crisis stabilization treatment facility located on the campus of John Umstead Hospital in Butner. It is designed to meet the needs of alcohol and other drug dependent adults from the 26 counties from the North and South Central Regions. RJB ADATC houses the only state-operated opioid treatment program (OTP) for people with opiate addictions, such as heroin or methadone. Admission is available to any adult consumer in the RJB ADATC service area regardless of financial resources or insurance status. Referrals are made by Local Management Entities within the RJB ADATC service region. RJB ADATC is certified as a psychiatric hospital by the Centers for Medicare and Medicaid Services and the Joint Commission on Accreditation of Healthcare Organizations.  When John Umstead Hospital closes, RJB ADATC will become an independent, stand-alone center.

CMS Investigations

Alcohol and Drug Abuse Treatment Centers are inspected on a regular basis. Inspectors may also enter to investigate complaints that may come up between regular visits. Survey teams from the Acute Care Section of the N.C. Division of Health Service Regulation inspect the centers to determine whether they are meeting standards set by the state, and by the federal Centers for Medicare and Medicaid Services. If the centers are in compliance with CMS rules, then they may bill Medicare and Medicaid for patient care. Copies of CMS inspections will be available on this site.
