John Umstead Hospital 1003 12th Street

John Umstead Hospital, purchased from the federal government who had built the facilities as an Army Hospital for wounded U.S. military personnel returned from the European front during WW II, admitted the first patients in 1947. The hospital serves 14 counties in north central North Carolina. It has 321 beds. It is scheduled to close in 2008. It will merge with Dorothea Dix Hospital in Raleigh, which is also scheduled to close in 2008 – creating the Central Regional Psychiatric Hospital.

CMS Investigations

Psychiatric hospitals are inspected on a regular basis.  Inspectors may also come in to investigate problems that come up between regular visits.  The Centers of Medicare and Medicaid Management Services (CMS)inspects the hospitals.  CMS decides whether the hospitals are meeting its standards; if they are, then the hospitals can bill Medicare and Medicaid for patient care.  Copies of CMS inspections for the past three years are available on this site (All reports are PDF documents, less than 100 KB, unless otherwise noted):

CRIPA Review

The U.S. Department of Justice’s Civil Rights of Institutionalized Persons Act (CRIPA) has reviewed North Carolina’s four state-operated psychiatric hospitals. As part of the state’s voluntary compliance with the U.S. Department of Justice, the state hired an independent, outside monitor who makes regular visits and inspections of facilities and makes recommendations for changes and improvements directly to the hospitals and reports progress to the U.S. Department of Justice and the state. Here are those reports:

  • Medicare authorities accept Umstead Hospital plan, April 11, 2008
  • Mt. Bethel United Methodist Church donates $2,309 to Umstead –  John Umstead Hospital received a $2,309.17 donation from the Mt. Bethel United Methodist Church in Bahama to the Children's Psychiatric Unit to purchase playground equipment.  In addition, the Alamance Chapter of NAMI donated $400 toward the purchase of mulch for the playground. The new playground is a special project of the hospital’s volunteer services department. (reported 02-14-08)
  • Exchange Club of Durham give $500 to Umstead – The Exchange Club of Durham presented a check for $500 to the John Umstead Hospital volunteer services department in December to help support the hospital’s Operation Santa Claus project, which provides Christmas gifts for patients as well as birthday and other special events gifts during the year.
