OEO channels funds to community-based, private non-profit agencies in the form of Community Services Block Grants (CSBGs), Community Action Partnership grants, and Emergency Shelter Grants Program.
- The Community Services Block Grant Program enables local communities to address the causes and conditions of poverty, helping low-income families and individuals with employment, education, better use of available income, housing, emergency assistance, community involvement, and more effective use of other resources.
- Emergency Shelter Grants help communities serve homeless individuals and families.
- TheWeatherization Assistance Program and the companion Heating Air Repair and Replacement Program works to correct the disproportionate energy burden faced by low-income North Carolinians.
