Chief Financial Officer

Robert W. Kindsvatter is the Chief Financial Officer for DHHS.

He has served in numerous roles involving financial oversight and leadership at DHHS over the last 24 years.

Kindsvatter became the director of DHHS' Division of Budget and Analysis in September 2016. Along with his Budget and Analysis team, Kindsvatter developed and executed the budget for the Department.

His service at DHHS includes serving as the Division of Child Development and Early Education Director, Deputy Director for the Division of Budget and Analysis and the Office of Compliance and Program Integrity Director in the Division of Medical Assistance.

He spent most of his early career with DHHS in the Division of Child Development and Early Education including roles as the Division’s budget officer, special projects supervisor and administration section chief.

From his more than two decades of state service, Kindsvatter is skilled in leading and executing complex and multi-disciplinary projects. Additionally, he encourages strong collaboration across agencies to build strategic relationships to drive effective change and customer-focused outcomes.

He also has extensive experience working with members of the General Assembly, the Office of the Governor and the Office of State Budget, as well as the federal Centers for Medicare and Medicaid Services and the Administration for Children and Families.

Kindsvatter holds a bachelor’s degree in economics and business administration from North Carolina State University.
