Robert W. Kindsvatter

Robert W. Kindsvatter became the director of Budget and Analysis for DHHS in September 2016. Along with his Budget and Analysis team, Kindsvatter develops and executes the budget for the Department.

Kindsvatter has been with DHHS for more than 20 years, previously serving as the Office of Compliance and Program Integrity Director in the Division of Medical Assistance, the Division of Child Development and Early Education Director and the Division of Budget and Analysis Deputy Director.

He spent most of his early career with DHHS in the Division of Child Development and Early Education and the Division of Budget and Analysis in various budget analyst, budget officer, special project supervisor and administration chief roles.

From his two decades of state service, Kindsvatter is skilled in leading and executing complex and multi-disciplinary projects. Additionally, he encourages strong collaboration across agencies to build strategic relationships to drive effective change and customer-focused outcomes.

He also has extensive experience working with members of the General Assembly, the Office of the Governor and the Office of State Budget, as well as the federal Centers for Medicare and Medicaid Services and the Administration for Children and Families.

Kindsvatter holds a bachelor’s degree in economics and business administration from North Carolina State University.
