Susan Gale Perry Chief Deputy Secretary for Opportunity and Well-Being Susan Gale Perry is the Chief Deputy Secretary for Opportunity and Well-Being at the North Carolina Department of Health and Human Services (NCDHHS). Susan provides senior leadership to NCDHHS, which has 17,000 employees and an annual budget of $20 billion, serving as home to NC Medicaid, Public Health, Mental Health/IDD/SUD, State Operated Hospitals and Facilities, Economic Services, Adult and Child Services, Early Childhood Education, Employment Services, and Health Services Regulation. Susan’s primary area of focus at the Department is addressing the non-medical drivers of health that create opportunity and promote well-being so that children, families and adults can reach their potential and fully contribute to a more equitable, healthy and prosperous North Carolina. Susan has several decades of experience leading complex early childhood and human services systems at the local, state and national levels. Susan previously served as Executive Director for the Delaware Office of Early Learning; founding executive director for the NC Early Childhood Foundation; Senior Director at NC Smart Start; and Deputy Executive Director at Child Care Aware of America. Susan holds a MA in Early Childhood from Concordia - St. Paul and a BA from Hamilton College.
