Working Title of the funding program: Medication Assistance Program Grants

Purpose- description of function of the program and reason why it was created:

The Medication Assistance Program has traditionally been funded through the North Carolina General Assembly. At this time, State FY 2018 appropriations have not yet been finalized. Therefore, this notification is contingent upon funding availability.

The purpose of grants awarded under this program is to provide access to prescription drugs for patients who could not otherwise afford them.

Grant funded projects must provide access to prescription medications for low-income, uninsured patients through services of a Prescription Assistance Coordinator (PAC), an individual who assists low-income, uninsured patients with obtaining prescription drugs through public and private programs. The PAC also provides direct assistance in obtaining medication using software that can report the following mandatory data:

    • dollar value of medications received during specified time frames
    • number of distinct patients served for a specified time frame
    • number of medications received for a specified time frame

Funding Availability:

Requested funding will depend on available funds.

Maximum Award Amount:

Applicants may request up to $ 35,000 for one year of funding. If applicants are requesting more than $35,000, they must provide justification for the request.

Project Period or Contract Term

August 1, 2017 – July 31, 2018


Applicants that have the following characteristics will be reviewed favorably:

Previous MAP grantees with existing local medication assistance programs demonstrating a successful track record of providing these services in their communities

Programs that include on-site dispensing

Programs that have experience serving low-income and uninsured populations

As a condition of receiving a grant award, successful applicants must agree to:

· Use an electronic prescription assistance database provided by the NC Office of Rural Health (ORH) to access free and/or low-cost medications with specific reporting capabilities. This electronic database will assist in determining eligibility for patients, provide updated electronic forms, program requirements, pharmaceutical patient education notes and pharmaceutical pricing data.

  • Collect information about their MAP activities to enable ORH to evaluate the efficacy of the MAP initiative
  • Submit a monthly expense report in a specified format for reimbursement of actual costs
  • Submit other reports as requested throughout the grant term
