The purpose of this RFA is to help expand access to relevant services and supports across the state of North Carolina that address documented gaps in access. This initiative aims to address the causes of the uneven distribution of the success of substance use disorder programming across the state to build a system of care that meets each North Carolinian’s specific needs.
Eligibility
- Integrated Primary and Behavioral Health Providers, Substance Use Disorders Treatment Agencies, Human Service Agencies, Community Organizations, are eligible to apply.
- Applicant agencies must be public entities or non-profit/not-for-profit entities.
- Applicants must be an organization in good standing with the North Carolina Secretary of State’s office.
- Applications must demonstrate a clear understanding of barriers that exist within the selected and identified special population as well as strategies to improve access and increase engagement and use of substance use disorders services and supports.
- Preference will be given to projects that:
- Prioritize the individuals within projects that address documented gaps in access.
- Prioritize the individuals within projects that address documented gaps in access.
- Incorporate evidence based or best practices.
- Leverage peer engagement.
- Seek to share strengths and knowledge through clear partnerships and work across multiple sectors.
- Are designed and implemented by North Carolina based organizations.

This grant will strengthen pathways to community-based programs that deflect or divert away from incarceration adults with behavioral health, intellectual/developmental disabilities, and traumatic brain injury needs. It will also support diverted and formerly incarcerated adults upon reentry into the community.
Eligibility
Must be located in the western region of North Carolina. Must be a non-profit, for-profit or local government entity. Must demonstrate existing working relationships or participation in coalitions with county government, law enforcement and court systems, or a plan to develop these relationships.

Previous Grants
We seek to develop programs that create supportive environments that integrate treatment (including medications for opioid use disorder) and recovery services for transition-age youth, ages 16-25. This includes family education and preservation for youth still residing in homes with their families. The grant also aims to decrease the need for foster care, residential treatment, or referrals to juvenile justice programs. For older transitional aged youth, in addition to clinical services, programs must address essential life supports such as recovery supported housing needs, education and employment opportunities.
Eligibility
Encouraged to promote non-traditional operating hours for afternoon, evening and/or weekends. Must demonstrate an existing relationship with one or more of North Carolina’s managed care organizations or a commitment to establish a relationship. Substance use disorders treatment agencies, opioid treatment programs, office-based opioid treatment programs, human service agencies, community-based organizations, federally qualified health Centers and tribal organizations are eligible to apply.

This grant is developing community-based responses to mental health crises with (or in place of) armed law enforcement response. The model requires collaborations between behavioral health, first responders, justice systems, local agencies, and public health to ensure that identified services are integrated and sustainable.

The NC PATH Program serves adults with a serious mental illness who are homeless or at imminent risk of homelessness. It focuses on street outreach, case management, and services that aren’t financially supported by mainstream behavioral health programs.
Eligibility
Must be a private non-profit community agency or a political subdivision of the state and located in Asheville, Charlotte, Durham, Fayetteville, Raleigh, Greensboro, and Wilmington. Organizations located outside of these cities may apply under certain conditions. Must have experience providing services, such as street outreach and connecting individuals to community mental health.

This grant established a 24-hour, toll-free phone number that North Carolinians can call for support from a peer support specialist.
Eligibility
Must be a non-profit organization and a peer run organization or have a clear plan to become a peer run organization within 6 months of the award. Must have experience conducting trainings, evaluation, ongoing research, and consultation with evidence-based or evidence-informed models.

This grant is expanding supported employment services for people with intellectual and developmental disabilities so more can work in the community, earn minimum wage or above, and have equal opportunity for benefits and advancement in the workplace.
Eligibility
Must have experience providing employment and career services to people with I/DD. May be non-profit, not-for-profit, for profit, or other government agencies. Must demonstrate an ability to provide the service specifications and standards in the RFA.

The grant supports use of the Strategic Prevention Framework at the community level to address prescription drug misuse and abuse in both youth ages 12-17 and adults. It also covers working with local medical communities on the risks of overprescribing to young adults and raising awareness about the dangers of sharing medications.
Eligibility
Must have a current state-funding contract or established relationship with one or LME-MCOs. Must have a demonstrated presence and operations in North Carolina for at least one year. Must be a non-profit and provide service in the counties specified in the RFA.
