departments of social services may provide professional counseling
for low-income individuals and families when such counseling is directed
by the courts or when counseling services are deemed necessary by case
workers in order to help individuals and families resolve emotional
conflicts within social relationships.
Counseling
may be needed for solving personal problems, coping with loss or tragedy,
or relieving family crises.
