North Carolina Office of Administrative Hearings
The North Carolina Register is issued twice a month by the North Carolina Office of Administrative Hearings (OAH). G.S. 150B requires some rules and notices to be published in the North Carolina Register. You can find the Division of Social Services’ rules and notices that are put in the North Carolina Register on the OAH website.

North Carolina Office of Administrative Hearings Proposed Temporary Rules Listing
G.S. 150B-21.1 requires the North Carolina Office of Administrative Hearings (OAH) to post all proposed temporary rules and notices on their website. You can find the division's proposed temporary rules and notices on the OAH website.

North Carolina Office of State Budget and Management
The North Carolina Office of State Budget and Management (OSBM) reviews and approves the fiscal and regulatory impact analysis of permanent rule changes proposed by the division. You can find information on fiscal impact analysis development and the division's approved regulatory impact analyses on the OSBM website.

Substantial Economic Impact
Before a rule is published in the North Carolina Register, G.S. 150B-21.4(b1) requires OSBM to approve the fiscal impact analysis of the proposed text of a permanent rule change that would have an economic impact of at least $1 million in a 12-month period, also called a "Substantial Economic Impact." OSBM must also check the fiscal impact analysis to be sure that G.S. 150B-19.1(a)(2),(5), and (6) were followed.
