Broughton is the second oldest state psychiatric hospital. Its first patient was admitted in 1883. It serves the 37 westernmost counties Broughton has 278 beds.
The psychiatric hospitals are inspected on a regular basis by the Centers for Medicare and Medicaid Services (CMS). 
Inspectors may also conduct inspections in order to assess problems that arise between recertification visits. CMS decides whether the hospitals are in compliance with standards and thereby eligible to receive payment through Medicare and/or Medicaid.
The hospitals are also inspected by the Joint Commission, an independent not-for-profit organization that accredits health care organizations. Copies of CMS and Joint Commission inspections are available from the DHHS Public Affairs Office at 919-733-9190.
The U.S. Department of Justice is authorized under the Civil Rights of Institutionalized Persons Act (CRIPA) to conduct investigations related to conditions in State or locally operated institutions. In the spring of 2002, the N.C. psychiatric hospitals were visited and a report was issued in March, 2004.
The Division of State Operated Healthcare Facilities has organized a compliance team to assist the psychiatric hospitals in determining compliance with the CRIPA standards. This team consists of DSOHF employees as well as contracted subject matter experts.
