NC Crisis System of Care Advisory Committee
About the Committee
The North Carolina Crisis System of Care Advisory Committee brings together state leaders, health care providers, law enforcement, LME/MCOs, people with lived experience and other partners to help strengthen North Carolina’s behavioral health crisis system.
Convened by NCDHHS, in partnership with the N.C. Department of Public Safety, the committee will help guide and coordinate crisis system reforms called for under Executive Order 33 and Session Law 2026-38. Its work focuses on building a more person-centered, accessible and coordinated system of care, including improvements to involuntary commitment, mobile crisis response and supports for people who repeatedly cycle through behavioral health and criminal justice systems.
Purpose and Priorities
The NC Crisis System of Care Advisory Committee will help advance a coordinated strategy for strengthening North Carolina’s behavioral health crisis system. The committee will bring partners together to identify challenges, develop recommendations and support implementation of reforms across the crisis continuum.
Key priorities include:
Guiding the Crisis System of Care Strategy: Provide input on the state’s overarching strategy for improving behavioral health crisis services and supports.
Advancing involuntary commitment reform: Identify opportunities to improve the IVC process and provide recommendations to inform the state’s IVC Blueprint.
Addressing the “revolving door”: Develop strategies to reduce repeated cycles of arrest, detention, involuntary commitment and release without adequate stabilization or ongoing support.
Strengthening coordination: Align work across state agencies, law enforcement, courts, LME/MCOs, health care providers, community organizations and other partners involved in crisis system reform.
Centering appropriate, person-focused care: Promote crisis services that help people receive clinically appropriate care in the least restrictive setting possible and improve access to voluntary community-based supports.
