The State Consumer and Family Advisory Committee (SCFAC) serves as the representative voice of consumers and families with mental health, substance use, intellectual/developmental disabilities, and traumatic brain injury. It advises the Division of Mental Health, Developmental Disabilities and Substance Use Services, other NCDHHS agencies, and the General Assembly. SCFAC gives consumers a way to have input on the planning and management of the public system.

SCFAC holds regular meetings to discuss key issues, share updates, and ensure consumer and family voices shape policies and services statewide. All are welcome.

About SCFAC

SCFAC advises NCDHHS and the General Assembly. It is made up of consumers and family members who provide input on the planning and management of the state's public health system related to:

• mental health
• substance use disorder
• intellectual and developmental disabilities
• traumatic brain injury

SCFAC is a self-governing and self-directed organization. Its mission is to:

• Support the development of consumer services by identifying needs and gaps in services and promoting services that are effective and meet high quality standards.
• Support CFAC growth and development at state and local level.
• Support individual consumer and family participation at state and local level.

Reports, letters and responses

Annually, SCFAC provides recommendations to NCDHHS and the General Assembly, ensuring the voices of individuals and families affected by mental health, substance use, intellectual and developmental disabilities, and traumatic brain injuries are heard.

These reports, letters, and responses reflect findings from community engagement, research, and advocacy efforts to improve policies, services, and support systems across North Carolina.

Local Consumer and Family Advisory Committees

The local Consumer and Family Advisory Committees (CFACS) make planning and management recommendations to each Local Management Entity/Managed Care Organization (LME/MCO). LME/MCOs manage care related to mental health, substance use, intellectual and developmental disabilities, and traumatic brain injury for NC Medicaid beneficiaries, people without insurance, and people whose insurance doesn’t cover everything they need. Each county has an LME/MCO.
