Marjorie Donaldson is the Chief Financial Officer for the North Carolina Department of Health and Human Services (NCDHHS). She has extensive public sector experience within the Department of Health and Human Services, serving in various leadership roles including Senior Program Planner/Evaluator for the former DHHS Office of Policy and Planning, Chief of Planning, Development, and Program Evaluation, Manager of the Burlington Unit office, Assistant Manager in the Henderson Unit Office as well as serving as a Rehabilitation Counselor in Lexington for six years for DHHS’ Division of Vocational Rehabilitation Services.

Prior to becoming as Director of the Division of Budget and Analysis, Donaldson served as the Director of Program Evaluation, Reporting and Accountability (OPERA) for DHHS. She had been in the Division of Budget and Analysis for 10 years prior and served as Deputy Director for Program Performance and Analysis for the last six of those years. In her roles within the Division, she has collaborated, coordinated and assisted in the formulation, review, analysis and presentation of the department’s $20 billion budget while also developing strong working relationships with key partners, including the Office of State Budget and Management (OSBM) and the Fiscal Research and Bill Drafting Divisions of the General Assembly, among others.

Donaldson is a Certified Public Manager who has led efforts and worked extensively in the areas of program analysis, strategic planning, achievement of goals, and performance measurement/management, focused on improving outcomes for those whom DHHS serves. In addition, she has been an instrumental leader in initiatives focused on the elimination of silos and integrating service delivery to achieve better outcomes.

Donaldson earned a bachelor’s degree in psychology from Wake Forest University, with post-graduate work in rehabilitation counseling psychology at Appalachian State University. She is also a Past President of the North Carolina Rehabilitation Association.
