Home Visiting Programs

Purpose 

To enhance the health and safety of young children through evidence-based home visiting (EBHV) practices.

Description 

The home visiting program for pregnant women and families with young children offers information, guidance, risk assessment, and parenting support at home. The home visiting models in this program are designed to improve child health and development, pregnancy outcomes, and parenting skills.

The Division of Child and Family Well-Being supports two EBHV models Healthy Families America and Nurse-Family Partnership.

NC leverages a variety of funding sources to support EBHV programs. Both Healthy Families America (HFA) and the Nurse-Family Partnership (NFP) home visiting programs are funded through the Health Resources and Services Administration (HRSA) Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Program, county, philanthropic, private, state, and Tribal funds. HRSA also provides Maternal Child Health Block Grant (MCHBG) funds for critical infrastructure, support, and resources to the state’s overall Maternal and Child Health (MCH) efforts. The MCHBG Title V Program uses funds to leverage partnerships and blend with other federal and state funding sources for initiatives to improve national and state performance measures associated with MCH priorities.

The five-year reauthorization of MIECHV in 2022 requires a new, annually updated “Outcomes Dashboard” to help Congress and the public track MIECHV’s success in improving family outcomes in every state or territory. HRSA requires funding recipients to collect and report performance data. This dashboard only shows data from home visiting programs that are funded by MIECHV.
