The purpose of this Request for Application (RFA) is to solicit applications from non-profits and local units of government who are interested in providing the NC Department of Health and Human Services (DHHS), Division of Aging and Adult Services (DAAS), Emergency Solutions Grants (ESG) services related to assisting individuals or families that are homeless or at-risk of becoming homeless effected by the COVID-19 Pandemic. In order to address the COVID-19 Pandemic, HUD is providing a supplemental allocation of ESG funds as authorized by the CARES Act, Public Law 116-136.  These special funds are to be used to prevent, prepare for, and respond to the coronavirus pandemic among individuals and families who are homeless or receiving homeless assistance.  These funds will also support additional homeless assistance and homelessness prevention activities to help mitigate the impacts of COVID-19.   

The North Carolina Department of Health and Human Services (NCDHHS) through it's Division of Aging and Adult Services (DAAS) will administer North Carolina's Non-Entitlement ESG funds.  NCDHHS is seeking proposals for up to $16.5 million in ESG CARES Act funding for homeless service providers in North Carolina to assist in responding to this public health crisis subject to availability and appropriation of the funds.  

The ESG-CV funding may be used for any of the following eligible ESG program activities:

  • Street Outreach
  • Emergency Shelter
  • Housing Stability
  • Homeless Prevention
  • Rapid Rehousing
  • HMIS

 Note:  To help ensure statewide coverage of Housing Stability activities that able ramp up quickly during this emergency NCDHHS is also leveraging the Back@Home program to support CoC's, communities, and agencies in thier housing stability efforts.  CoC's have the opportunity to "opt-out" of the back@home option based on the needs of the community.       

The Division of Aging and Adult Service, NC DHHS will accept applications for ESG funding from Continuums of Care (CoC) and Balance of State CoC Regional Committees (herein referred to as Local Planning Area - LPAs). The applications will recommend non-profit or local government agencies for funding. Recommended agencies will contract directly with NC DHHS, Division of Aging and Adult Services, for funding or with a Fiscal Sponsor, who will then contract directly with NC DHHS_DAAS.

How to Apply
Applications in response to the RFA must be received by 5:00pm on Friday, July 17, 2020.  All applications received by this deadline will be reviewed.

In the process of administering this program, NC DHHS-DAAS will make decisions and interpretations regarding regional, fiscal, and project applications. NC DHHS-DAAS is entitled to the full discretion allowed by law in making all such decisions and interpretations. NC DHHS-DAAS reserves the right to request additional information from any applicant. NC DHHS-DAAS reserves the right to reject any and all applications received. NC DHHS-DAAS reserves the right to amend, modify, or withdraw provisions contained in this application that are inconsistent or in conflict with state or federal laws or regulations. All applications for NC ESG funding become the property of NC DHHS-DAAS.  Applications that include applying for rapid rehousing services through the Back@Home program will be receiving additional scoring considerations.
