Purpose
NCDDHS is seeking proposals for up to $32.5 million in Emergency Solutions Grant CARES Act (ESG-CV) funding for homeless service providers in North Carolina to assist with responding to the COVID-19 public health crisis, subject to availability and appropriation of funds. 

Description
The ESG-CV funding may be used to fund any of the eligible ESG program activities as described in the RFA.  The state is prioritizing funding toward Housing Stability activities that can be quickly implemented to assist individuals and families living in unsheltered environments and those existing congregate and non-congregate shelter sites to permanent housing.

Eligibility

As with the first allocation (ESG-CV 1) funding may be used to fund any eligible ESG program activities - Crisis Response activities (Street Outreach, Emergency Shelter), Housing Stability activities (Homelessness Prevention, Rapid Rehousing), and HMIS according to the HUD Federal Register that describes permitable uses of these funds.  (https://www.hud.gov/sites/dfiles/OCHCO/documents/20-08cpdn.pdf

How to Apply
Any organization applying for ESG CV funds must be an existing organization that is able to begin incurring costs by January 1 or at the start of this contract period.

Please note:  Applications must be submitted no later than 5:00 pm on Friday, January 22, 2021.  Funding of submitted applications in response to this request is contingent upon the state receiving funds from the US Department of Housing and Urban Development (HUD).

In the process of administering this program, NC DHHS-DAAS will make decisions and interpretations regarding regional, fiscal, and project applications. NC DHHS-DAAS is entitled to the full discretion allowed by law in making all such decisions and interpretations. NC DHHS-DAAS reserves the right to request additional information from any applicant. NC DHHS-DAAS reserves the right to reject any and all applications received. NC DHHS-DAAS reserves the right to amend, modify, or withdraw provisions contained in this application that are inconsistent or in conflict with state or federal laws or regulations. All applications for NC ESG funding become the property of NC DHHS-DAAS.

Friday January 22,2021 at 5:00 pm (All applications must be received via the link by that time unless otherwise authorized)
