Review of Services for the Deaf and Hard of Hearing Rules
Public Comment Period: Sept. 5 - Nov. 11, 2025
The Division of Services for the Deaf and Hard of Hearing is reviewing the rules in 10A NCAC Subchapter 17 as required by North Carolina law (G.S. 150B-21.3A).
As part of this process, the Division has published Initial Determination Reports about whether each rule is still needed.
- Necessary rules are those that should remain in place.
- Unnecessary rules are those the Commission considers outdated, redundant or no longer needed.
We want your input. Public comment means written comments objecting to the rule, in whole or in part, or objecting to an agency's determination of the rule as necessary or unnecessary; the comment must address the content of the rule to be considered by the Rules Review Commission. An unnecessary rule is defined as a rule that the agency determines to be obsolete, redundant, or otherwise not needed. A necessary rule is defined as any rule other than an unnecessary rule.
You can submit comments on the Initial Determination Reports page from Sept. 4 through Nov. 10, 2025.
