All Ages, All Stages NC Public Comment
The NC Division of Aging and Adult Services seeks your input to its All Ages, All Stages NC draft objectives and recommendations. Your input will be used to refine and strengthen the final plan. While reviewing, please consider the following:
- Does each objective and recommendation make sense?
- Is each objective and recommendation SMART (specific, measurable, achievable, relevant, and timely)?
- Should any objectives or recommendations be prioritized?
- Do any duplicate an existing effort that is already successfully being implemented?
- Are there any objectives/recommendations missing?
If you have feedback, please send it to DAAS_Communications@dhhs.nc.gov on or before Monday, March 25. If applicable, specify which objective and/or recommendation you are referencing with you input and the goal for which it applies.

The North Carolina Division of Aging and Adult Services (DAAS) is seeking a fiduciary agent to execute the delivery of the respite voucher payments for the state-funded Project C.A.R.E. (a program serving unpaid family caregivers of individuals living with Alzheimer's Disease and Related Dementias). Project C.A.R.E. uses the family consultant model to provide 1) information and referral services, 2) individualized care consultation, 3) respite care, and 4) education, training, and community awareness. Partnerships with the North Carolina Area Agencies on Aging and similar community-based organizations enhance the delivery of services and supports to family caregivers.
Eligible caregivers receive respite vouchers valued at $500 each. The fiduciary agent will be responsible for verifying appropriate reimbursement documentation and systematically processing voucher reimbursement payments to caregivers in a manner that is accurate, timely, and transparent to the DAAS Project C.A.R.E. Director and the regionally based family consultants.

Purpose
The purpose of this Request for Application (RFA) is to solicit applications from non-profits and local units of government who are interested in providing the NC Department of Health and Human Services (DHHS), Division of Aging and Adult Services (DAAS), Emergency Solutions Grants (ESG) services related to assisting individuals or families that are homeless or at-risk of becoming homeless.
Description
NC ESG funds are intended to be used as part of a crisis response system using a low barrier, housing-focused approach to ensure that homelessness is rare, brief, and one time. Activities can include:
- Engaging homeless individuals and families living on the street;
- Improving the number and quality of emergency shelters for homeless individuals and families;
- Helping operate emergency shelters;
- Providing essential services to emergency shelter residents,
- Rapidly rehouse homeless individuals and families, and
- Preventing families and individuals from becoming homeless.
Eligibility
The Division of Aging and Adult Service, NC DHHS will accept applications for ESG funding from Continuums of Care (CoC). The applications will recommend non-profit or local government agencies for funding. Recommended agencies will contract directly with NC DHHS, Division of Aging and Adult Services, for funding or with a Fiscal Sponsor, who will then contract directly with NC DHHS_DAAS.

Applications in response to the RFA must be received through Smartsheet submission by 5pm on Monday, October 3, 2022. All applications received by this deadline will be reviewed. Late applications will not be reviewed.

NC DHHS-DAAS is entitled to the full discretion allowed by law in making all such decisions and interpretations. NC DHHS-DAAS reserves the right to request additional information from any applicant. NC DHHS-DAAS reserves the right to reject any and all applications received. NC DHHS-DAAS reserves the right to amend, modify, or withdraw provisions contained in this application that are inconsistent or in conflict with state or federal laws or regulations. All applications for NC ESG funding become the property of NC DHHS-DAAS.
