The North Carolina Division of Mental Health, Developmental Disabilities and Substance Abuse Services provides funding and oversight of specialized out-patient mental health and substance abuse services for deaf, hard of hearing and deaf-blind individuals statewide.
All services, including crisis solutions, may be initiated through Local Management Entities/Managed Care Organizations (LME/MCO)s. Additionally, outpatient services may be initiated through the division’s contractual partner, RHA Behavioral Health. For more information on services from RHA Behavioral Health, call 919-825-2869 (8am-5pm Monday through Friday). Services are provided by culturally competent clinicians and outreach specialists fluent in American Sign Language.
Specialized in-patient psychiatric and substance abuse services are managed by the Department of Health and Human Services and provided at Broughton Hospital in Morganton.
