Once a county child welfare agency is notified of the identification of a substance affected infant, it will develop a Plan of Safe Care and refer the infant and family to its local Care Management for At-Risk Children (CMARC) program, a partnership between the Division of Health Benefits (DHB) and the Division Child and Family Wellbeing (DCFW). Families of substance affected infants will have the option of utilizing CMARC services to address identified needs.
